Difficult to scroll lists of apps in store
This is on am M10 tablet with OTA10.1
The briefest of touches opens things, certainly far less than 3 seconds.
Having seen this I just tried the phone, and had no problems.
I have several other touch devices so am not unfamiliar. But I am
probably older than you, and I always turn off tapping

They are
I can't reproduce what you mention, the only way a swipe is transformed
to "open app" is if you take more than 3 seconds without moving (when we
stop considering it is a swipe).
which device are you trying this on?
