We should probably drop the 1.2.14 SRU - there is a regression in the
proxy autodetection code in which it now reads output scripts write on
stderr. Fix is:

I've updated apt to 1.2.14 and it seems to be working OK.
I ran a dist-upgrade after several days without updating, and all is well.
Bash autocompletion is also more complete now (LP: #1598384 and LP:
#1573547).

Accepted apt into xenial-proposed. The package will build now and be
available at https://launchpad.net/ubuntu/+source/apt/1.2.14 in a few
hours, and then in the -proposed repository.
