Date formats are a function of your locale, not your timezone. When
using a GB locale, the output is, indeed, what you expect it to be:
(base)adconrad@nosferatu:~$ LANG=fr_FR.UTF-8 TZ=Europe/London date
jeudi 9 novembre 2017, 23:08:00 (UTC+)
(base)adconrad@nosferatu:~$ LANG=en_US.UTF-8 TZ=Eur
** Package changed: ubuntu => tzdata (Ubuntu)
