Digging into this further the attach_hardware() function from hookutils.py grabs /proc/cpuinfo and attach_hardware is used by a lot of packages, its just that whoopsie uses a whitelist for attachments which are greater than 1k which cpuinfo is. So whoopsie would need to be modified to allow
