I was able to successfully test this with proposed enabled.
Started with 16.04 kernel 4.4 - to 16.04 HWE Kernel - via do-release-upgrade to

Hello John, or anyone else affected,
Accepted s390-tools into xenial-proposed. The package will build now and
be available at
https://launchpad.net/ubuntu/+source/s390-tools/1.34.0-0ubuntu8.6 in a
few hours, and then in the -proposed repository.
Please help us by testing this new package. See

Cascardo asked me to review and sponsor the s390-tools debdiff to
xenial-proposed. While I don't have a an easy way to test this change
myself, I've verified that it matches the changes from Adam Conrad in
Bionic and that the change looks reasonable. Cascardo ensured me that an
SRU is not needed
This will likely break with linux-hwe-edge on xenial as well. Hence,
requesting SRU for xenial with the attached debdiff.

It is not a bug with the release upgrade code rather it is a failure of
a specific package during the release upgrade.
