I resolved this by disabling one of the duplicate services with:
statusctl disable rc.local.service
A reboot confirms it to have fixed the problem with no (apparent) ill
effect.

Posting to reporting I have exactly the same issue having recently
upgraded from 18.04.5 LTS to 20.04.1 LTS. Incidentally, I had previously
upgraded from 16.04 LTS too.
Any guidance how to remove the duplicate execution?

I couldn't reproduce this, can you check your journalctl -b and make
sure you actually do have two services that run rc.local twice at boot,
and check what service files they're coming from?
