Public bug reported: libnetlink library provides access to `man 3 libnetlink` functions. For some reason, while `iproute2` package in Ubuntu has the manual page, however both libnetlink.h file and libnetlink.a to actually use the interfaces mentioned in the manual are absent. This is a packaging bug for iproute2.
