network printer - unable to send print jobs from desktop

Bug description:
ubuntu-bug cups information sent via ubuntu-bug cups
able to print to same printer via Samsung mobile app and from Windows
10 PC.
Ubuntu 20.04.1 LTS, release 20.04
Printer is turned on, print job sent, printer then powers off abruptly
with no print job performed and then turns back on again.
