[scope] this is needed only for bionic. upstream, this is fixed by disabling TEST-03 (and TEST-16) running under qemu, as their timing is very tight, in commit 3edc0c590d3a9212267d0a7cf56e95efa7f61039, which is included first in v239, so this is fixed already in focal and later. technically, this also is needed for xenial, however since that release is reaching ESM status early next year, and this is only an autopkgtest fix, i have no plans to update xenial.
