also, you likely don't want the template to be wanted by multi-
user.target:
$ cat /etc/systemd/system/rsyncd@.service
...
[Install]
WantedBy=multi-user.target
however that shouldn't cause any looping, it should only produce a
failed rsyncd@multi-user.service on bootup.
