AFAIK, attachments are stored in the trac env filesystem under the
attachments directory. So, only downsides I can think of are disk space
(cheap) and bandwidth when downloading/displaying the attachment.

trac-admin. When now creating a new ticket, with sqlite a previously used
ticket id is reused, if no ticket with a higher number is present. With
postgresql the sequential ticket id is not decreased when removing a
