With tracd, it's quite easy:
Use the contributed script to create a htdigest file
(/contrib/htdigest.py), and run tracd with the -a option:
# create a Trac project
python trac-admin d:\trac\project initenv

I'd actually suggest using apache. It's easy to use and configure and
handles authentication for you in plenty of different ways.
