From the TracInstall wiki page for 0.12:
SQLite 2.x is no longer supported. For SQLite 3.x, the pysqlite 1.1.x bindings
are also no longer supported, use pysqlite 2.x.
It looks like your python-sqlite bindings are not new enough.
