Tracker provides this functionality as a backend. You'll probably still
need a frontend to do this. For example a plugin for Nautilus. This
depends on the file manager software you use.

Crawling is not CPU bound, but I/O bound. You should not have a lot of
CPU utilization.
You can configure Tracker to select which top level folders to crawl.
