This would be a bug. I traced this to the VACUUM that was added sort of recently, which turned out to be a bit too eager. I pushed https://git.gnome.org/browse/tracker/commit/?id=57235eb302194554feb077019d9c69a4bbd8214f so it kicks in only when the database gets exceedingly large.
