Hi Josh Did you make any customisations to the javascript or templates? Pootle 2.1.6 should solve this problem, so my first suspicion lies with customisations. Otherwise, was the upgrade to 2.1.6 recent? I don't know known when the required cookie is set, but maybe you can just check that a log out + log in doesn't fix it?
