generate a package download script to be executed on any other system (even a
Windows one).
Anyway, my point was the same as yours: "package managers" are not useless
for offline systems. Far from it.
Try AptOnCD. It is in the repository and I think this is what I've used many
times with success. We sell a surprising number of 56K USB dial-up modems.
While not everybody needs the dial-up software many distributions don't
include it any more.
AptOnCD is even easier and have a graphical interface to do it.
The required packages can be downloaded from another computer and be moved to
the /var/cache/apt/archives/ of the other computer, ready to be installed.
It looks difficult but a package makes it easy: apt-offline. It is in
Trisquel's repository and, of course, it is based on APT.

I'm trying to use mumble to connect to servers that come up in the server

That's because the Python 3 binary is called "python3", not "python"
(technically, it's called "python3.2" and "python3" is a symbolic link to it,
