With shutdown/restart/hibernation/suspend issues I find that trying a different
kernel version can sometimes help.

Was this problem immediately present when you installed Trisquel, or did it
occur after making configuration changes? Did you update from T7 or do a fresh
install of T8?

Greetings, I am using windows 10 on my Mother's PC and I've downloaded
Trisquel 8 i686 iso, Universal USB Installer, and LinuxLive USB Creater. I
changed to boot order in the bios and it still doesn't boot from it. My guess
it didn't create the Live USB. I never use Linux before, although I

Were you doing this on Trisquel 7 "Belenos"? If so, did you install the
version of WebHTTrack in the Belenos repos, or another version from
elsewhere?
