I cannot see the Off The Record plugin listed for Pidgin. Many other plugins
are listed, though. Why isn't it there?
Do we have to manually download and install it ourselves?

Which Trisquel version are you using? the link I provided is for version 5.5.
You can find on this website older versions of pidgin-otr too.

I downloaded the pidgin-otr .deb file from that webpage. I double clicked on
it. It gave me a warning:
A later version is available in a software channel
You are strongly advised to install the version from the software channel,
since it is usually better
You will get updates if you install an older version yes. Anyway the newest
version is in brigantia-updates which explains the later version is
available message:

After reading a few of your posts your main issue seems to be with your
internet/proxy connection. The packages are in the repository.
Why did you download the package? There is a link on the right side of the
