Sorry. I read too quickly. Even without the graphical utility, the same key in GSettings may control the repetition, i.e., you could try that: $ gsettings set org.gnome.settings-daemon.peripherals.keyboard repeat true

Check out the Keyboard utility in the System settings. There is a checkbox to control that.
