LibertyBSD has applied if you read the https://lists.nongnu.org/archive/html/gnu-linux-libre/2015-02/threads.html#00018 As for Uruk 1.0 it's not applied (unless i'm mistaken) https://uruk.tuxfamily.org/dist/en.html#about Librepup as well(?)but this project is often even unreachable by internet

It's worth noting that LibertyBSD is not a GNU distribution, so it wouldn't be listed on gnu.org/distros/free-distros.html, but rather on gnu.org/distros/free-non-gnu-distros.html.

Also to qualify, the OS must be self-hosted and build its own packages so that it is independent. This disqualifies Librepup.

I think that if it is self-hosted by definition it should have its own repositories if it is building its own packages. Although I think if you wanted a distribution on a shoestring you could make it completely source-based and just specify how things are built, rather like the Gentoo package
