I thought Tox.im was just a website for Tox?
Tox itself, as far as I know, is free software, so yes, I believe it uses
free protocols. But I'm no expert.

I'd say so, if it uses any of the free internet protocols, pop, smtp, or
imap. Not sure about special protocols used in MS Exchange, Groupwise,
or the like.
