[C++] Moving TuscanyRuntime to the Cpp component extension

Hi, TuscanyRuntime is a facade for SCARuntime, part of the Tuscany API provided to SCA C++ clients (unmanaged clients running from a C++ main), but it is currently packaged in the core runtime library. If there is no objection I'm going to move TuscanyRuntime to the Cpp extension library. As
