It appears that this might be a local maven repository issue. slaws reports on
IRC seeing this yesterday when building against the trunk. Removing the
tuscany hierarchy from the repo and rebuilding SDO and SCA fixed things for
him. ant_ also reports on IRC that he has the SCA building against beta1 now.
slaws will verify that he gets a clean build against the current trunk.
