Core wiring framework should treat SCA binding like other bindings

The core wiring framework should treat the SCA binding just like any other 
binding.  The code to handle direct local "short circuit" target invocation 
should be within the SCA binding and not done by having special wiring logic in 
CompositeActivatorImpl. 

This patch also adds an SCABindingProcessor to enable <binding.sca> elements to 
be specified in SCDL.
