In sca-core.xsd, ReferenceValue should be extensible like most of the other

In sca-core.xsd, ReferenceValue does not allow for extensions like most other
types. If there is no particular reason for not allowing extensions on
references we should change this and add at least an xsd:anyAttribute to
ReferenceValue. ReferenceValue extends a simple type so I'm not sure if we can
add an xsd:any element as well but an XSD expert should be able to tell us if
it's possible or not.
