Kelvin Goodson resolved TUSCANY-1252.

Resolution: Fixed
Having copied across files to fix the adopted suite of tests it turns out that
this was sufficient to return the optional suite to state where there are 21
errors and 18 failures, so I believe the CTS is now independent of the Tuscany
impl resources.
