This particular problem only concerns a couple of users who didn't re-upload their profile image since we had this bug in 2009. Unfortunately, a fix is unlikely to come. In most of the cases, image size is correct. If it's just about displaying these images in a browser, you can set the image

A while back, there was a discussion thread about how some profile images did not adhere to the expected profile dimensions due to a one time internal Twitter bug (normal:48x48, mini:24x24, bigger:73x73).
