Just to throw my 2 cents in. Without a reasonable replacement for
mobile devices, we'll likely remove it, and I'm expecting a
substantial backlash from UberTwitter users. It does look like it
would be relatively simple to roll-your own with the streaming api,
which makes me wonder why this is

Yah, the public_timeline was awesome back in the really early days of
twitter when volume was really low and you could actually keep up. Since
then its a vestige of the original Twitter API that doesn't really work
anymore because you can't see all tweets with it. It's just a limited random
number
