If you are suggesting that feature for twitter.com try suggesting it in the help[1] or on GSFN[2]. This list is for API development.
If you are trying to implement that feature in your own application it would not be hard to add a column to your database where 0 = thumbs down and 1 = thumbs up and augment the rate of display based on those values.
