It shows the installed ones fine so that is not the problem. It is in
the import screen (shy exts setting does not exist there) when I search
the repository. It downloads the repository xml file but it never finds
anything and I know I am searching for valid exts.

I have this in the Constants field on the Root template of our website:

styles.content.links.extTarget = _blank
This causes all internal links to open in the same window/tab and external
links in a new one.
I didn't try _self, maybe just leave it with nothing like mine?

AFAIK this is done by the global spam protection functionality of TYPO3.

Go to the install tool and do an compare,
for one reason the update in the install tool doesn't update the DB
with new tables and/or fields.
When that is done download the new extension list like normally.
