I found the (a) solution.
Why it works I don't know. May be it has to do with the open_basedir?
But after I emptied the $TYPO3_CONF_VARS['BE'][unzip_path] in the
install tool, everything works fine!

No Jan, Juergen is right. I've tried it now for some sites and in all
cases this option is on by default. All new pages have this option
enabled (on). I've to disable it in aal those sites by TSconfig.
