After a bid of reading I figured it out. I needed to set the
"Inheritance" mode in the Template data structure.

It seems that localization is not enabled in TV. You need to look into
Frontend Localization Guide and choose localzat
Sorry if my post was a little confusing.
This has nothing to do with the pageheader.
When you map a template with Template Viola you can choose to map a
div-tag as a header field (Mapping Type: Element & Editing Type: Header
field).
The div-tags I have mapped are all within the body-tag.
