I think this is not 100% correct, I think NO is only active, if you put some
property on it ;-)
I always activate NO, cause then I never get in trouble when copying the states.

config.linkVars = L
config.sys_language_mode = content_fallback ; 1,0
config.sys_language_overlay = content_fallback
