According to the documentation, sr_feuserregister should send HTML
mails, but it doesn't.
The option is enabled however:
*Enable HTML emails*[plugin.tx_srfeuserregister_pi1.enableHTMLMail]
If set, emails sent to the front end user will be sent in HTML format.
*Default:* 1

Have you ensured that you mailprogram is allowing to show HTML mails and not
only the text/plain version?

Not only that, but I've also checked the source code with TB:
X-Mailer: TYPO3 HTMLMail
X-Priority: 3
Mime-Version: 1.0
Content-Type: text/plain; charset=iso-8859-1
Content-Transfer-Encoding: quoted-printable
Date: Tue, 21 Oct 2008 02:16:47 +0200 (CEST)
So, it really is sent in plaintext format.
