[TYPO3-english] TSOB: menu Constants as green subst is not shown

hi list very strange: in one of my installations (TYPO3 vers. 4.3.3) the whole menu of "Show Constants" is not shown at all. therefore i cannot choose to show my constants as green substitute. interestingly all installations have the same TYPO3 source. where could i activate this menu? than
