I think not many people have used TYPO3 4.7.3 it was online for not much
longer than a week before it was replaced by 4.7.4.
Although I cannot directly find anything about that issue in the release
notes of 4.7.4, you can always try to upgrade.

It's possible to configure it to send gzip
compressed files, and minify CSS, but it's
not possible to minify JS.
