edit or delete on these, so the actions are not available in the web
frontend.

Just got it. Extras -> Update -> All (German: Extras -> Aktualisieren ->
alles aktualisieren). After that the TOC looks better.

the mirror_list_url is correctly set to
"http://repositories.typo3.org/mirrors.xml.gz"; I thank i had the same problem
on a clean install the the field was set to the local file system.
