I wonder why methods gif_compress() png_to_gif_by_imagemagick() are
defined in t3lib_div instead of t3lib_stdGraphic. It is a problem to me
cause I work on extension ImagickImg and I would like to overload them
but t3lib_div is defied as final.

As far as I can see that it wouldn't matter to move the functions.
Unfortunately feature freeze is over, hence that's not possible anymore.
You have to wait for 6.1.
Since 6.0 GeneralUtility (former t3lib_div) is not final anymore.
