You don't need an alternative language for the default language

Try to play with config.sys_language_mode and config.sys_language_overlay
In most cases my setup uses this:
config.sys_language_mode = content_fallback
How about L=2?
L=1 might not work, because there are an error in
config.local_all = en-EN
on disregard of the typo '-' - '_' there is no locale en_EN. choose one
of these:
en_AG
en_AU
en_AU.utf8
en_BE
en_BE.utf8
en_BE@euro
en_BW
en_BW.utf8
en_CA
en_CA.utf8
en_DK
en_DK.utf8
en_GB
