Yup... The lights are calculated with antenna size and distance. meaning
they work in the feild and not on a bench 50' appart.
being that close the ideal signal would be way too hot for them to operate
at all. The closer you are to the ideal is when the lights start working.

Howdy!
Was configuring and bench testing a pair of AF11x today. Had the two radios
talking to each other with great signal quality. But, the signal quality lights
on either radio weren’t lit up. Any idea on how to fix this?
