I have tried to change maximum rate of espeak synthesizer in ubuntu
12.04, but without success.
I changed values in
/etc/speech-dispatcher/modules/espeak-generic.conf
But this hadn't changed anything.
I can't find any local speech dispatcher configuration in my home directory.

The directory has a period in the begin of the name.

For normal use with Orca it has never been espeak generic that I've had to
edit, but the other espeak, that just says espeak. I think this was true for
espeak/speakup as well, but I'm not sure when espeak generic is the appropriate
file to edit.
Are both espeak and espeak generic available
