update-manager prompting you to upgrade. No reinstall is necessary.

They are open by default. I have verified this with my use of programs
such as Transmission that can test open ports. If you use ufw or some
other firewall, ports will of course be closed with default rules (which
I also verified).

with Transmission, which is the default now for Ubuntu installations.
