KMS=Kernel modesetting which you have to enable by passing modeset=1 to radeon kernel module. KMS driver fixes the bug and the commit you think about is for KMS case. KMS is still under heavy development and getting it to working state requires sometimes quite a lot of tweaking depending of hw.
