have observed this behaviour from time to time but have not been able to

I can confirm that this is the case with the standard GNOME desktop (not
Unity). This crash may be the reason why the window bars sometimes fail

I agree that there are too many way in which the user can navigate
through a video, and that a single pair of keyboard shortcuts that skip
forward and backward by identical periods of time would be better.
