I'm experiencing exactly the same problem. When I run
/usr/sbin/bluetoothd -nd I get the following output:

'DeviceID'
D-Bus setup failed: Connection ":1.114" is not allowed to own the service 
"org.bluez" due to security policies in the configuration file
bluetoothd[24348]: Unable to get on D-Bus
