It does not recognize the C locale, nor en_US.UTF-8 but only en which is a problem, because Ubuntu requires that en be dead last in the order of preference. Oddly, this seems to affect the applet's listing in gnome-panel's list of applets to choose from, but not in the applet's own preferences
