Hi,

I've encountered the same issue after the update from 10.10 to 11.04. I've 
found some explanation of the problem on the Ubuntu forum :

To explain in few words : in configuration files (or Startup Manager), all the 
lines are displayed (ubuntu, ubuntu recovery, kernel n-1, kernel n-1 recovery, 
etc.. , memtest, memtest serial, windows if any). However, when the PC is 
booting, the displayed grub is as the following : ubuntu, ubuntu recovery, 
older kernels, memtest, memtest serial, windows. So there is less lines 
displayed during the boot as in the configuration file or startup manager.
So I think the selected option (for example N°8 to select Windows for me) isn't 
recognized during the boot and is seen as an bad reference. So the grub selects 
the 1st line instead.
I hope my explanation was understandable (I'm not English) and will be usefull 
to solve the issue.
