Acabei de dar um clique sobre o link e o arquivo em questão começou a
ser baixado sem problemas, ou seja o "File not found" é só um problema
psicológico na sua máquina;)
Brincadeira a parte. Veja quais destas opções vc ainda não fez e poste
o resultado:
1 - Você já tentou da um sudo apt-get update para atualizar a lista de pacotes?
2 - Já tentou baixar o pacote via wget para certificar-se que ele existe?
3 - Já tentou mudar de repositório (experimente mudar para o
repositório principal, ao invés do "br", por exemplo)
4 - Vc está atrás de algum firewall/proxy? Certifique-se que não haja
alguma regra impedindo o donwload deste tipo de arquivo
Algum tempo atrás eu passei por um problema similar e o simples fato
de largar o repositório "br" resolveu o problema. Algum tempo depois
eu voltei para o br e está funcionando até hoje.
