I can also verify, on a new Gutsy AMD64 install with all updates applied

8.40.4 is the last of the old driver code base that ATI was using. All
driver releases beyond this point are on a new code base. Using this
driver proved to be stable though, and worked fairly well.
8.41.7 is not something that should be backported in. It's only meant
for HD series ATI cards

to add GUI desktop.
After that any time I try to install new package or software update, I

Does changing the permissions of /var/cache/cups/ppds.dat work for you?
Open a terminal and run the following commands:
$ cd /var/cache/cups
$ sudo chmod g+r ppds.dat
If they don't work it is better to open a new bug report and attach your
cups error_log and the output of the printingbug

first one, correct? (your steps 5. and 6. are not really clear).
Any chance this is related to the GTK theme you are using? (see System
Preferences Appearance and try Human).
